I need to add a couple of personal experiences
One happened in Vancouver Wa on Salmon Creek, the other near Ogden Utah on the Weber River
Both situations boys hanging around the water, fly fishermen and shop owners shared their interest with an orphan and the other situation a son of a real bad mother.
