Cold Calling Question

I'm listening to the Advertising and Breeding Sequences DVD by Paul and I had a question. In the video Paul mentions that he doesn't do one of these sequences unless he's secluded and other hunters aren't too close by. My question: How close is too close? At what point do you respond to elk only or move on?
