Mule deer tag soup. Gila, NM

I need to learn a lot more on where and how to hunt mule deer in southern NM.

Does anyone have any tactics they are willing to share?

The first day of my hunt we went to a dirt water tank that was within a mile of a forest service camp site at about 7500 feet. I saw three does leaving the water tank just before dawn. That was the only deer I saw for the next 5 days. We hiked up the north side of Black Mountain, sat water, hiked the west side of Black mountain, hiked the mesa near Beaverhead and saw no deer. We did have a spike elk come in to about 10 yards while sitting some water and I got to see some antelope at about 375 yards, but no mule deer bucks.

Were we just in the wrong place?
Would a cold front that rolled through have settled them in more than usual (doubtful as other camps had good luck)?

I would think the bucks would be moving around now. Bummer.
